As an illegal immigrant can Dominican reside in Puerto Rico?


I know a person in Puerto Rico, Dominican is an illegal immigrant. I want to know which way that person can become legal. This immigrant is a U.S. citizen partner. I want to know if getting married to him may be legal and what are the steps to follow. I also want to know if the immigrant has to travel to the Dominican Republic appointment or you can wait the whole process from Puerto Rico? Please SOMEONE PLEASE ANSWER ME AS SOON AS POSSIBLE! I will be grateful.

Pueerto Rico is part of USA so they are the same laws that govern .. economic solvency of the person you marry.
